#3 72-x13s-touchscreen.rules is reportedly no longer necessary

The rules file was deleted in (upstream?) ironrobin/x13s-alarm: https://github.com/ironrobin/x13s-alarm/commit/a8831a48fd61c25fe020a8eeca8e67ed18cf53a2

Looks like https://patches.linaro.org/project/linux-arm-msm/patch/20240129-x13s-touchscreen-v3-2-c4a933034145@quicinc.com/ might have been the actual fix.

Removing the file would likely stop a lot of spurious error messages from udev-worker:

(udev-worker)[380]: memory87: Process '/bin/bash -c 'echo 4-0010 > /sys/bus/i2c/drivers/i2c_hid_of/bind'' failed with exit code 1.

This should be fixed with the -5 release which I only built for 42/43/rawhide because its better to deal with the error than have the touchscreen stop working.
