The openssl package provides a versatile utility useful for setting certificates of all kinds. Some software[0] requires it to be usable. The size of the package is not unreasonable and thus could be included.

Is it preinstalled on Fedora Workstation? If yes, then I don't have any problem with approving this. If not, then please open an issue in https://pagure.io/fedora-workstation/issues to get it preinstalled there - we are trying to follow the same package set as on Workstation.
Just checked and it is not pre-installed and thus will require opening discussion against Workstation.
