rpm-ostree understands modules now so it's safe to leave it enabled. FCOS equivalent: https://github.com/coreos/fedora-coreos-config/pull/1191
Note that the command for installing modular RPMs is currently still placed behind the ex (for experimental) subcommand. The syntax is the following:
ex
rpm-ostree ex module install <module>:<stream>/<profile>
e.g.
rpm-ostree ex module install cri-o:1.22/default
or for packages that have already have a default profile set in https://pagure.io/releng/fedora-module-defaults (it's still required to specify the stream afaik)
rpm-ostree ex module install nginx:mainline
Actually, it looks like it's possible to also set a default stream for a module in https://pagure.io/releng/fedora-module-defaults. However, most modules don't do this today.
