Until we can preinstall flatpaks, we need the apps in the
base image that are needed for first login. Thats yelp, which
is used for the "welcome tour" part of the inial setup experience.

To have this take effect we need to run comps-sync.py. The idea here is that comps is currently canonical. At some point we may try to sync comps automatically, but as soon as we do that we run into the issue that we may need to blacklist new apps, and vet things, so the manual sync also has advantages.
