It has to do with the fact that commit and commitmeta` names conflict in ISO filesystems.

Here is an example where we fixed this for Atomic Host in f26: https://pagure.io/fedora-lorax-templates/pull-request/6#request_diff

This seems to have been fixed already (at least for f26 and rawhide), and we're now hitting a different bug.

We have working composes for rawhide, so I'm closing this issue.
