I am planing to document the C3I pipeline for WaiverDB and related OpenShift manifests in this repository to open everything to public.
@mikeb @gnaponie @ralph @lholecek @lholecek What do you think?

- moves current openshift/README.md to openshift/docs/pipeline-deployment.md because it is more like a guild to deploy the pipeline jobs.
- creates a new openshift/README.md, which includes links to other document files.

Great! It looks pretty detailed, complete and clear.
I didn't try it out, but it seems correct reading it.

I do think it's a little odd to have all these deployment specific items in the source code.
