c3i.integration.dev is assigned to integration tests with dev version.
c3i.integration.stage is assigned to integration tests with stage version.
c3i.integration.prod is assigned to integration tests with prod version.

Should scratch be true here? If an image is going through integration testing, it should be considered an "official" build, not a scratch (throwaway) build.

I will set scratch field to true for PR test and false for others. But, can I do it in another PR?
