rpmlint says:

waiverdb.noarch: W: non-conffile-in-etc /etc/waiverdb/settings.pyo
waiverdb.noarch: W: non-conffile-in-etc /etc/waiverdb/settings.py
waiverdb.noarch: W: non-conffile-in-etc /etc/waiverdb/settings.pyc

These are apparently just warnings, not errors, so rpmlint still exits 0 and therefore nothing fails in Jenkins. I guess that is why we didn't notice this before... so it would be good to fix that somehow.
