Scheduling Tunir tasks will need some modification to the trigger, including which fedmsgs should trigger Tunir runs and the hacks that end up being required so that those tasks are routed to the correct machines.

Questions to answer:
* which fedmsgs are supposed to trigger Tunir runs?
* how are we making sure Tunir tasks get routed to the correct bare metal builders (virtualbox vs. libvirt)?
