I don't know about others but I find the quote rather confusing, more than anything, I think it is enough to have the "Upstream description:" in bold on top and then have a line like "-----" on the bottom of the upstream description. It makes it more readable and easier to refactor. But I am free to suggestions and reason why it is the way it is.

This was done for 2 reasons:
1 - It is way easier to regex "{quote}...{quote}" and updating the description becomes much easier
2 -It makes it easier to distinguish between JIRA description vs upstream description. This then allows users to add their own content to the JIRA description without accidentally touching anything in the upstream description.
