I propose this change to the Fedora Join SIG TeleIRC bridge bot. I
believe fm-join makes the Fedora Join Telegram group very difficult to
follow. Several times a week, there are 100+ new messages and I click
the group just to mark it read, since most of the messages are from
bots.

The fm-join messages are more useful to me in an IRC client, but not
Telegram. I find the Telegram messages very spammy when I already get
emails for many of these things too.

So I'm opening this PR to suggest this change. Before merging, I would
like some Join SIG folks to weigh in:

+1, I think we all get pagure notifications by e-mail anyway.

I am +1 to this. Since I am on also IRC or have already subscribed to the repos I am interested in, I would like to see less traffic of these udpates in the telegram side of group.

+1 to this. It was the reason why I left the group some time ago (and now I joined and remembered it).

+1 chat increased its use since the introduction of the new workflow to attract newcomers/talents...
