The file has been removed from this repository.

Fixes:
 $ make setroubleshoot.pot
 $ make: *** No rule to make target '../src/run_cmd.py', needed by 'setroubleshoot.pot'.  Stop.

It can be simply removed from framework/po/POTFILES.in
