Download 17.patch

Add the repo definition for openh264 so it can be queried alongside the rest of Fedora. I didn't add a source repo because I didn't see one on my system.

The source repo definition was just added to fedora-repos: https://src.fedoraproject.org/rpms/fedora-repos/c/99301fd94d5595a63e2920de90e8e98abd457468?branch=rawhide
