Problem: package anaconda-install-img-deps-41.20-2.fc41.aarch64 from lorax-repo-0 requires gnome-kiosk, but none of the providers can be installed
  - conflicting requests
  - nothing provides libmutter-14.so.0()(64bit) needed by gnome-kiosk-46.0-1.fc41.aarch64 from lorax-repo-0
  - nothing provides libmutter-clutter-14.so.0()(64bit) needed by gnome-kiosk-46.0-1.fc41.aarch64 from lorax-repo-0

mutter was build but gnome-kiosk wasn't?

for the record, I reasoned out why openQA doesn't catch this:

When the tests run, the old mutter is unavoidably still available, and nothing else on an installer image requires the newer mutter, so the installer image build uses the old mutter. Then when installing a system from that image, nothing pulls in gnome-kiosk, so the installed system uses the new mutter, and the test passes the "are all packages at the correct version" check.

I can look at trying to hack up a way to apply the "are all packages at the correct version" check to the package set used to build the installer environment. It will require some string parsing on lorax's logs, because the RPM database is stripped from the image itself to save space, you can't run rpm -q in it.
