That orca update was in updates-testing too long and it's signed copies got GC'ed.

I did:

koji write-signed-rpm a15B79cc orca-46~beta-1.fc40
and then a sudo -u apache bodhi-push --username kevin --resume on bodhi-backend01 to resume it.
