In https://github.com/fedora-infra/mirrormanager2/commit/e63d9dfbe2b1544f85d2ef4ac3584cd10cda5a7c the report_mirror functionality was disabled for all but private mirrors. The quick-fedora-mirror.conf.dist in-line documentation should be updated to note that the CHECKIN* settings are only relevant for private mirrors.
