#26 Implement average bitrate tracking from specific mirrors

Once we have #19 working, we need to implement a way to track average bitrates from mirrors. This should include a method to ask the job pool for a guess at what source is reporting the fastest bitrate. This might take some real work but we should still target it to get done.
