Even when replacing
/usr/libexec/git-core/git-http-backend/$1
with
/usr/lib/git-core/git-http-backend/$1

I'm getting,
fatal: repository 'https://domain/Testing_CI/' not found

Maybe is related to
https://pagure.io/pagure-installer-trisquel/issue/2
