Looking at an imported version of the fedora-infrastructure trac with tags:

There's a ton of tags that are almost duplicates. I'm not sure if we want to do these things unconditionally, or provide options, but it would be nice if we could:

• ignore case for tags, ie, make 'Foo' 'FOO' 'FoO' all the same 'foo' tag

• remove ,s from tags so we don't get 'foo,bar,baz' as a tag, but it's imported as 3 tags.
