#55 Orhpan should not have "ticket" rights if project has owner

Looking at rubygem-amq-protocol [1], the contributors are:

Graeme Gillies (ggillies) - main admin
orphan (orphan) - ticket

But it does not make any sense that "orhpah" has "ticket" rights. This should not be possible IMO.
