As per IRC discussion with @kevin :

tpopela | nirik: Hi Kevin, any idea why we're getting " You are not allowed to add a group of users to this project" when adding a new group as collaborator for epel branches? We're part of gnome-sig group that is set as admin for https://src.fedoraproject.org/rpms/file-roller
nirik | sounds like that might be a bug in pagure-dist-git.. I would expect it to work too... any admin should be able to change acls...

This sounds similar to issues that @gotmax23 was trying to fix with https://pagure.io/pagure-dist-git/pull-request/154#commit_list , so probably something similar needs to be changed for the ACL code path.
