This is part of a system-wide Change proposal.

Could you tell us which change proposal is relevant? I looked at all of the announced changes and only found https://fedoraproject.org/wiki/Changes/Java21 which mentions java-headless quite a bit but doesn't indicate that any packaging guidelines would need to change.

I didn't share it because it is not yet quite ready, but sure:
