Remove the following sentence:
As an exception, for the packages that are part of a python runtime itself, we plan to package both versions of the executables, so that e.g. both the python 2 and python 3 versions of 2to3 are packaged.
2to3 provides the same functionality on both python versions and there is no reason to keep both executables. python2 -m lib2to3 can be used to invoke 2to3 from Python 2 if absolutely desired. It has been changed already as requested in https://bugzilla.redhat.com/show_bug.cgi?id=1111275 and /usr/bin/2to3 is Python 3, /usr/bin/2to3-3.6 was kept for backwards compatibility (will be removed in 3.7). This has been changed for Fedora >= 27.

(I was not aware of this sentence in the guidelines when making the change, otherwise I would request to remove it before the change.)
