In RubyGems section [1] of Ruby package guidelines, there should be added following item:

  • The package '''must''' Requires: rubygems, since it owns the RubyGems directory structure.

The Ruby Packaging guidelines were updated to reflect the fact that rubygem packages must have a Requires: rubygems, because that package (rubygems) owns the RubyGems directory structure.
