On the page "Packaging Guidelines / Default Services", the section "Current list of enabled/disabled services" links to the file 90-default.preset for "Fedora general" and 80-workstation.preset for "Fedora Workstation". On Workstation and KDE, an additional file is deployed, 81-desktop.preset, which disables sshd.service and changes CUPS defaults and which takes precedence over 90-default.preset, where sshd.service is enabled.
To complete the information in that section, another list item should be added with a link to 81-desktop.preset.
For reference, this came up in a discussion on Ask Fedora, see this message for my detailed investigation.
Fixed in pull request #1491.
#1491 has been merged.
