Similarly to https://pagure.io/packaging-committee/issue/1431 , dogtag-pki create a user and group named 'pkiuser' with static uid and gid 17, but these are not listed in https://docs.fedoraproject.org/en-US/packaging-guidelines/UsersAndGroups/ .

As with that issue, this has been in setup for a long time - since https://pagure.io/setup/c/f0419140f45e93bf6b92f2f282de57c46f1f4a5a?branch=master in Jan 2009, in this case - so the issue may simply be that the list in the docs page is incomplete?
