#140 clarification for rootfs vs. /usr split and libraries needed for F17+

This in no longer a problem, not even possible to install in Fedora 17+ and should be clarified:

"Binaries placed into /bin and /sbin must not depend upon libraries
stored in /usr/lib (or /usr/lib64). Binaries which depend on libraries
in /usr/lib* must live in either /usr/bin or /usr/sbin."

Proposed change from spot: add the following to the section"admon/note||This section is only relevant on versions of Fedora older than 17 and EPEL."

That way we are marking where this is relevant now. Once F17 is the oldest non-EOL release we can move it to the EPEL guidelines.
