https://pagure.io/packaging-committee/pull-request/1368 doesn't seem to have correctly linked the main document to the subdocument, nor list it in the table of contents.

I'm not sure what needs to change.

It's set here https://pagure.io/packaging-committee/blob/master/f/guidelines/modules/ROOT/pages/index.adoc#_1368 and must be using the wrong syntax, or something.

Help appreciated.
