I've just tried adding @liutgnu to https://src.fedoraproject.org/rpms/irqbalance and it failed with:

This user must be in one of the following groups to be allowed to be added to this project: packager

https://src.fedoraproject.org/user/liutgnu/groups
shows that @liutgnu is still in zero groups as far as src.fp.o is concerned.

Are you sure you logged out and back in at src.fedoraproject.org? Sometimes using an incognito window to log in helps, if just logging out and back in is not enough.
