I have made a fix for quake3 package and also would like to upload libva-intel-driver package at some point. Please could I have space to upload these for a review request. According to https://fedoraproject.org/wiki/Join_the_package_collection_maintainers?rd=PackageMaintainers/Join#Upload_Your_Package this is the right thing to do. Please let me know if there is another way I should do it

Since you want to improve packages, which are already in Fedora, I'd recommend to get in touch with those pkg's owners / maintainers at first and show them your patches / improvements. Please have a look at the wiki page: https://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group#Become_a_co-maintainer
If they would welcome you to co-maintain that package, they can file a comaintainership-request on this instance to get you sponsored into the packager group.
If you have further questions, please contact me inside this ticket or ping me on irc.freenode (besser in #fedora-mentors). If you need hosting space for a new package which is not in Fedora, yet, you can use this ticket as well, and I'll setup some webspace on fedorapeople.org for you. If you get sponsored into the packager group, webspace will be available for you automatically.
