#38 Package odcs client into a separate rpm

freshmaker requires odcs client to request new composes. With this new separate rpm, it's no need to install a whole odcs along with installation of freshmaker.

Both Python 2 and 3 are required.

Do you guys want to make just a binary rpm subpackage of the odcs package? Or.. create a whole new package?

Either way works for me. Just curious.

(subpackage seems a lot easier, fwiw..)

@ralph it is subpackage, that is my original thought. :)
