User reported problem getting Apache to start with mod_nss while trying to use a hardware token.

Turned out he had set NSSPassPhraseDialog FILE:/etc/httpd/alias/password.conf

mod_nss didn't like the upper-case FILE and who knows what it did except spew useless errors about bad passwords (bad I assume because mod_nss had no idea how to authenticate).
