This is a proposal for a new documentation for mentored-projects. Feedback is welcome and more work is needed.

* Mentor.

** Joining an existing project

There are a few TODOs that we will need to keep track of for this PR. For example, we will need to start the migration to GitLab to fill in some of these placeholders.
