Issue #21: [minikube] deploy the operator - koji-operator

Deploy the operator and its required resources from the minikube script.

It should create CRDs, RBACs, and any required operator resource.

The operator should be deployed in a namespace called "koji-system".

It should also check if kubevirt is available and fail otherwise.
