Repeated once more. Most probably the message shouldn't been about creating the update and then pushing the update stable.
I've seen these "confused" messages multiple times already, in different common issues.

I think the issue is that it doesn't expect e.g. (mesa-24.0.4-1.fc40) in
(mesa-24.0.4-1.fc40)
`FEDORA-2024-6adf7226be (mesa-24.0.4-1.fc40) has been pushed to the Fedora 40 stable repository.`
