#7 ibus configuration migration on upgrading and initial setup

= phenomenon =
Due to the feature of https://fedoraproject.org/wiki/Features/GNOMEIBusIntegration, ibus configuration is separately managed for GNOME3(gnome-shell) and others, and no default engines nor shortcut keys for certain languages. this particularly makes an regression issue on upgrading since we don't have any solution for migrating the configuration for GNOME3.

the above upstream bug has been fixed in gnome-settings-daemon-3.6.1 and pushed to stable.
