Users don't always install with the local language (there is an overall preference for English in the Tech community, at least among Fedora users), nevertheless they generally would still want i18n support for their local language (fonts, input methods, etc), so installing langpacks automatically by geo-location would be good improvement in UX I feel.
Let's think about it and see if it can be done here.

We already have gnome-software-fedora-langpacks package which takes care of installing language support when user changes his local environment by changing system language.
What other thing is needed for this ticket?
I think currently the geolocation is not working properly in Fedora (disabled by Mozilla) as I understand it.
