#190 define language support criteria or tiers?

This was broken out from my WS presentation/discussion in 2022 (see #158)

Needs fleshing out and a goal/plan

Supported languages?
- do we need a consistent threshold for translated languages (anaconda vs gnome)?
- "support" is nebulous - it is really a spectrum range of i18n and l10n support for each language/script across numerous projects, but maybe some minimal criteria could be made
- untranslated languages could also be moved to a lower tier in the UI


Maybe we can set some tiers:

  1. Unicode coverage
  2. Font coverage
  3. Locale coverage
  4. Translation coverage

1 is a must. We can't deal with any languages not supported by Unicode. 2 may be a base line. We can't render a glyph without it. 3 is required to use it as a primary language on the system. 4 would be an optional to make things better.
