Issue #92: spec file does not have proper requires for libini_config - gssproxy

I was able to install gssproxy 0.2.2-5 with an old libini_config

It failed to start and took sometime to find out that it was becauise I had an old libini_config library.

We should have an explicit REquire line with the minimum acceptable libini_config library we need.
