#9963 Allow use of documentation provided through IPA metadata

IPA metadata exposes documentation of server side plugins. This information is already provided by ipa help <topic>|<command> but it is in internal format, not easy to parse by external tools.

Provide a way to export the documentation in RST, Markdown, and man formats.

Provide a way to use metadata in offline mode when access to IPA server is not possible.
