Issue

Given it's now required that local ranges have RID bases, it makes sense to add a requirement in the API so that a range is added with RID to avoid having to manually modify the ranges.

Steps to Reproduce

  1. ipa idrange-add test --base-id=1000 --range-size=1000

Actual behavior

Creates local idrange without RID base, which is useless as of current version.

Expected behavior

Throw an error
