As fips-mode-setup is being removed from RHEL10 and freeipa-healthcheck as well https://github.com/freeipa/freeipa-healthcheck/pull/349 I believe we can safely remove this variable from paths, as well as fix the fips test, it seems that this has only been added due to healthcheck https://pagure.io/freeipa/issue/8429.
