#8957 An empty language in Weblate breaks the build

Submitting a new, totally untranslated language in Weblate breaks the build.

Sinhala was added with no updated strings. "make lint" results in:

make[3]: Entering directory '~/git/freeipa/po'
File si.po does not exist. If you are a translator, you can create it through 'msginit'.
make[3]: *** [Makefile:1491: si.po-create] Error 1

I think the best way to handle the current issue is to have a non-empty file for Sinhala.
I've contacted the translation author.
