IPA replica installation failed with error message 

Cannot join FIPS-enabled replica into existing topology: FIPS is not enabled on the master server.

Issue reproduced in the latest run [testing_master_testing_selinux] #947, needs to be investigated

Since the issue does not happen in [testing_master_latest] #948 (see green report), I suspect it's a selinux issue.
The tests are faking FIPS mode, need to investigate if specific context needs to be set to /var/tmp/userspace-fips/fips_enabled file or /etc/system-fips
