#8753 Adopt redhat ipaplatform to RHEL 9/ELN and RHEL 7/8 split

RHEL 9 and ELN are based on Fedora 34+. This means that some decisions in redhat platform code should be updated as there are certain differences in the way how we handle services.

In particular:
- in Fedora 33+ and RHEL9/ELN we are using named.service now, not named-pkcs11.service
- named.service should not be masked on RHEL9/ELN, similar to Fedora 33+
- NAMED_OPENSSL_ENGINE need to be defined for RHEL9/ELN so that openssl's PKCS11 engine would be used by named
