As all users , I want to find DNS entries so that I can query or edit them.
DSN is a primary use case for IPA, but the DNS tab is hidden behind "Network Services" when then defaults to "Automount."

DNS is a useful and important feature. But I'd not call it a primary use case as FreeIPA can be installed without DNS. As an optional feature, it doesn't deserve a place on top-level navigation thus it is on the second level.

We had this discussion 5 years ago: https://www.redhat.com/archives/freeipa-devel/2014-June/msg00057.html The topic might be revisited. I'd prefer to look at it from a broader perspective though. E.g. FreeIPA Web UI uses an old version of PatternFly, it would be better to migrate a new version, e.g. 4 ( https://www.patternfly.org/v4/ ). Such migration might also mean a re-organization of navigation items.
