Add the ability to change the default location for ipa-backup

Customer would like to be able to specify their backup location and not use
/var

Customer would like to be able to specify their backup location and not use
/var. Sometimes /var is low on space and when the backup runs via script it
will fail and not backup.
5. How would the customer like to achieve this? (List the functional
requirements here)
Be able to change the location in a conf file or in web UI.
6. For each functional requirement listed, specify how Red Hat and the customer
can test to confirm the requirement is successfully implemented.
Be able to modify the backup location.  Then test to see if the backup writes
to that location and/or fails.
