Upgrading in F-27 from 4.6.1-3 - 4.6.3-1 fails with:

DEBUG The ipa-server-upgrade command failed, exception: FileNotFoundError: [Errno 2] No such file or directory: '/var/lib/pki/pki-tomcat/conf/kra/CS.cfg'

Steps to Reproduce

  1. dnf installl freeipa-server-4.6.1-1
  2. ipa-server-install ... (no KRA)
  3. dnf upgrade --enablerepo=updates-testing
