When the actions in PREUN scriptlet of the freeipa-server fail (e.g. in a container without running dbus/systemd) the failure gets propagated to the package manager resulting in an abort of the uninstall. This effectively makes the package uninstallable under some conditions.

Closing as agreed on triage. We don't do uninstalls on containers with disabled systemd and stopped dbus.
