There is a error happen to at configuring pki-tomcat progress after uninstall. Error message is: ERROR CA configuration failed. Pki log message is:

creating the pki-tomcatd.target.wants directory in the /etc/systemd/system/ directory solved the problem.

Per triage on Oct 25, this should be handled in Dogtag component(pki-core).

Yes, it is handled in Dogtag component and the pki-tomcatd.target.wants directory is provided by the pki-server deb package.
